Is the 2021 Conservative Party of Canada Convention cancelled?

No. We are taking the 2021 Conservative Party of Canada Convention online. Our virtual convention will provide delegates and participants with a chance to connect and interact like never before. Be part of our debates, policy votes, National Council election and other exciting events from the comfort of your living room.

Will there be any in person events?

No. Due to the global pandemic, the convention will be hosted exclusively online with no in-person events.

How do I register for the virtual convention?

Go to https://cpc21.ca/ and click on the REGISTER button. Registration opens January 4th 2021.

How and when will I receive my link to participate?

You will be sent a Zoom link to participate each morning of the Convention. Our team will be on stand by and ready to assist anyone who needs help. You can contact us here or call at 1-866-808-840.

Do I need to be a member to attend and what are the registration options?

You do not need to be a member to register and attend our convention. We offer a variety of registration options for members and non-members:

What form of payment is accepted?

You can register online at https://cpc21.ca/ using your personal VISA, MasterCard or American Express credit card. You can also register by mail using a personal cheque or money order. The full registration fee is eligible for a tax receipt. All registrants will receive a tax receipt for the full registration fee paid, that can be filed as a 2021 federal party contribution. For more information about donations and tax credits, please visit the CRA website and Elections Canada.

What does my registration fee include?

Delegates will receive full participation access to the virtual convention. Observers will have view only access ie. Chat, Q&A and speaking during the debates will not be available unless you are registered as a delegate. Registration fees will be used to cover the costs associated with online hosting, security, voting platforms, technical support etc.

How do I become a delegate for the virtual convention?

Delegate applicants will need to register online between January 4th – 15th, 2021. If there are more than 10 applicants from your riding, there will be a vote held to select your riding’s delegates. These votes will be held by February 28th, 2021. The full rules are available here. Please contact your local Electoral District Association for further details.

Will recordings of the convention be available after the event?

Our virtual convention content will only be available to registered participants and recordings will not be published after the event. Some training content may be made available later.

What happens if I am not selected as a delegate?

You may register as a Member Observer. You will be able to watch all Convention programming and debates but will not be able to participate in the debate process or vote on policy proposals or constitution amendments. This is the same rule as in-person conventions. Only delegates are able to debate and vote on the business of convention.

How will I know if I have been selected as a delegate?

If you have been accepted as a delegate for your riding, you will receive a Delegate Applicant Receipt via email after January 15th, 2021. If your riding has received more than ten delegate applications, your EDA membership will vote on delegates by email. Once the vote is complete, a list of delegates will be shared and Delegate Applicant Receipts will be issued to successful delegates.

How do we participate in the debate?

The moderator will announce the resolution up for debate and call upon delegates to raise their virtual hand in the Zoom platform. Speakers will be taken on a first-come first-served basis. We will alternate between “For” and “Against” speakers

How will we be able to debate policy resolutions and constitution amendments in a virtual format?

Delegates will be able to participate and engage in the virtual policy debate on March 18th, and the constitution debate on March 19th. The debate will mimic the process that takes place on a convention floor where delegates will have the opportunity to present their positions both for and against a resolution or amendment.

How are the final proposals and amendments to be debated at the virtual convention chosen?

The top +/- 30 proposals in both constitution and policy, as selected by members through their EDA’s will be presented to the convention by the sponsoring EDA. A recognized representative of our elected Caucus will then have an opportunity to provide their perspective. Delegates indicating a desire to speak to any submission once introduced may be recognized by the moderator to speak to the proposal. The moderator will alternate from those in favor and those opposed to a maximum of six speakers in total – including the main sponsor.

How do I run for a position on the National Council

Applications are being accepted by email and mail. The Rules and Procedures for the Election of National Council and the Application Form can be found here. The deadline for receiving applications is 5:00 pm EST on Thursday, February 11, 2021.

In what languages will the conference be available in and will simultaneous translation be available?

The convention will be bilingual, French and English. We will provide live written interpretation in real time.

Up to what age qualifies for the Youth Delegate Registration rate?

Youth Delegate / Rate Requirement: 8.2.6.1 the nominee who has received the greatest plurality of the vote at the conclusion of the voting period and who is not more than twenty-five (25) years of age, as of the last day of Convention (March 20, 2021), shall be elected as a delegate;

BORN ON OR AFTER: March 20, 2007 – (As you can be a member at 14!)

BORN BEFORE: MARCH 21, 1995 (26th birthday must occur after the convention)

If I wish to speak during the debate, what is required on my end from a technical perspective?

You will be required to have a functional microphone on your computer, preferable separate from your computer for optimal audio (wired or bluetooth earbuds work well). No video will be required.

What is the process for voting?

Voting will take place online for policy, governance and National Council candidates dring the convention and will remain open for several hours after each plenary session to allow delegates time to complete voting. Delegates will receive a unique PIN for voting in the week leading up to the convention. Two-factor authentication will be used to ensure voting is completely secure. All reasonable means will be taken to protect the integrity of the vote.

How I submit a Proposal for Policy or Constitution Amendment?

Proposals are submitted through your Electoral District Association (EDA). Each EDA is permitted to submit proposals and to vote on proposals using one designated account per EDA. Please contact your EDA President, Policy Committee Chair, or Constitution Committee Chair to engage in this process.

How do Candidates for National Council connect with Delegates?

Candidates running for a position on the National Council will be able to connect with delegates through online presentations that will be posted on the CPC Convention website, as well as via email once they have received the delegate list. Candidates may also be given an opportunity to address delegates in the virtual platform on the first day of the convention, if time permits. Approved Naional Council Candidates will be provided delegate lists approximately 3 weeks prior to the convention.

How will the National Council Election work?

A list of candidates will be posted on the website after they are certified on February 18, 2021. Candidates may communicate with Delegates from the province or territory in which they are seeking election to National Council. The vote will take place by online secret ballot. Each Delegate shall vote for as many Candidates as are electable from his/her province as set out in Section 3 above. This is known as a Multi-Member Plurality System.
